Horry County council approves bundle of resolutions, community grants and mutual-aid agreements; two items tabled

Horry County Council approved a series of resolutions, proclamations and agreements during its May meeting, taking multiple voice votes with motions and seconds recorded on the public record.
Among the approvals recorded on the transcript, the council adopted the Horry County Home Consortium 2026–2027 annual action plan and approved Horry County’s application to the South Carolina Opioid Recovery Fund Board’s guaranteed political subdivision sub-fund. The council also authorized the Department of Behavioral Services to submit and accept, if awarded, a U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention grant for FY '25 in the amount of $750,000. "So moved" and "2nd" were recorded as the motions carried by voice vote.
A resolution to designate projects under the county’s American Rescue Plan framework was brought up and the council voted to table that item. The council likewise voted to table an ordinance to levy a 1% local option sales and use tax; both items were deferred by voice vote.
Other approved items included proclamations (Mental Health Awareness Month, National Public Works Week), a resolution authorizing state accommodation tax revenues for waterfront erosion control and beach nourishment, and a transfer of one-time funds from the general fund to the CIP for FY2026 projects and support. The council also approved a resolution dissolving the Eagle Trace special purpose tax district and adopted mutual-aid agreements with Atlantic Beach and with the Horry County Sheriff’s Office for law-enforcement assistance in extraordinary circumstances.
The council approved four community benefit fund requests: $5,000 to the Aynor Area Chamber of Commerce (District 11), $3,000 to Kind Keeper (District 8), $8,500 to the Saugusky Heritage Foundation (multiple districts and the chair), and $7,500 to the City of Loris Fire Department (districts 9 and 10) for surplus equipment. All community-fund items were moved, seconded and approved by voice vote.
The meeting recessed for an executive session in which counsel provided legal advice on pending and threatened litigation; the Chair reported that no votes were taken in executive session. The meeting concluded with an announcement that the next meeting would be July 21 and a closing adjournment vote.
