Transportation Committee approves subdivision acceptances, community funds and an amendment to the road-fee allocation

Community benefit allocation: The committee approved a resolution allocating community benefit funds to the Christian Academy to improve athletic-complex features including bleachers, lights, practice-field expansion, safety netting, backstop extensions and dugouts. Ashley presented the request and staff said the award will total $2,334 from Districts 1 and 2; the committee voted and the motion passed.
Aina Recreation Center funding: Jamie presented a resolution to transfer funds and reassign designated impact-fee and tree-mitigation funds to cover cost increases at the new Aina Recreation Center. Jamie said the project’s new cost is $14,310,000 and requested to return $1,850,000 to general CIP contingency, then apply $1,900,000 in impact fees, $300,000 from tree mitigation funds and $175,000 from Sunday alcohol sales to cover an additional $525,000 in costs. Committee members asked whether use of impact fees was in order given earlier council discussion; staff responded that the $1.9 million referenced is cash on hand in the impact fee fund and has not been allocated to another project.
Ordinance reading: The committee approved the reading of an ordinance to repeal section 19-12 of the Horry County Code of Laws, which previously allocated a portion of the road maintenance fee to support public transportation. Sam explained the change substitutes the old allocation with a 5.45% dedication of a new funding source enacted as described in the meeting. The committee moved and approved the reading by voice vote.
