Horry County reports third-quarter revenues ahead of pace; property tax collections near budget target

Miss Norman presented the Horry County financial report for the month ending March 31, 2026, saying key revenue and expenditure measures are performing at or above expectations for the third quarter.

"We've completed the 3rd quarter of the fiscal year," Miss Norman said, reporting total revenues across all funds of "$379,000,000" and total expenditures of "$265,500,000." She told the council that 68% of those revenues are in the general fund and that 73% of expenditures are in the general fund. Norman also reported revenue collections of "$258,300,000," which she said is "89% of the annual budget" and described general fund revenues as "5.5% higher than prior year" while general fund expenditures are "11.7% higher than prior year."

Norman provided details for special revenue funds: the fire fund revenues were at 99.7% with expenditures at 71% (net change in fund balance $11,300,000); the road maintenance fund had revenues at 80.6% with expenditures at 28.4% (net change $7,000,000); the beach renourishment fund reported revenues at 107.7% with a net change of $6,100,000. She said stormwater and waste management recycling funds have received 100% of their budgeted revenues for the fiscal year to date.

Council members asked no substantive follow-up questions on the record and the Chair thanked staff for the update. The presentation contained multiple line-item percentages and comparative year-over-year figures and represents the county’s third-quarter snapshot; no budget amendments or votes were taken during the presentation segment.
