Howard County Council Chair Opal Jones moved on Feb. 17, 2026, to close the council’s special meeting under Maryland Code, General Provisions §3-305(b)(1) and (7) to discuss personnel matters and to consult with legal counsel. "Based on the General Provisions article of the Annotated Code of Maryland, there is a need to meet in a closed session on 02/17/2026 under Maryland code general provisions section 3-305(b)(1) and (7," Jones said, citing the statutory basis for a closed session to discuss the "performance and compensation of one or more specific employees and legal advice from counsel regarding that personnel matter."
With no discussion from the council, Jones moved that the meeting be closed for those reasons and asked for a second; a council member seconded. The administrator then called the roll vote to close the meeting. The clerk recorded votes of "Yes" from Chair Opal Jones, Miss Young and Mister Youngman. The chair announced that the motion to close the meeting under §3-305(b)(1) and (7) passed, and the council proceeded into the closed session.
The meeting had opened as a hybrid session available via Webex and the county council website; the chair had confirmed a quorum before bringing the motion. The live public video stream ended as the council entered closed session. No substantive discussion of the personnel matter or legal advice occurred on the public record during the open session, and no further public actions were taken before the meeting moved behind closed doors.
