Park Commission creates subcommittee to plan conversions of nonfunctional turf under AB 15 72

Park staff briefed the commission on state legislation identified in the meeting as AB 15 72 and the necessity of planning for conversions of nonfunctional turf beginning January 2027. "This is the legislation that starting 2027, January 2027, in the state of California, municipalities will not be able to use potable water to irrigate non functional lawn," Nancy, a city parks staff member, told the commission.
Staff asked the commission to appoint a three-member advisory subcommittee to evaluate the city’s nonfunctional lawn areas and develop options for re-envisioning those spaces (planting, new uses or other treatments). Commissioners discussed scope, neighbor outreach, maintenance implications and timing; several commissioners suggested producing a menu of preliminary design ideas for community discussion.
Commissioner Jack Fishhook nominated and then moved to appoint Commissioners Dave Johnson, Shanna Wagner and Tom to serve on the subcommittee; Commissioner Kimberly Moses seconded. The commission voted by voice and the motion passed. The staff clarified the subcommittee is advisory; any recommendations would be considered by staff and forwarded to city council as needed.
The commission directed staff to provide data on irrigated lawn locations and square footage, coordinate communications for outreach, and return with updates on the subcommittee’s work and schedule.
