Middletown committee shortlists three firms for public safety building interviews and ratifies Langan invoices

Committee members expressed support for sending the top firms to interview: multiple members noted prior work with Silver Picciceli and that JCJ designed the Middletown Police Department building. One member said the top two were clear choices but ultimately moved to invite the top three for presentations. The committee approved the motion to interview the three firms by voice vote and directed staff to coordinate schedules with purchasing; members preferred in-person presentations when possible and discussed holding interviews in executive session so proposals and pricing would not be publicly disclosed in detail.
The committee also ratified two Langan invoices that the Director had paid inadvertently before board approval: $30,146.95 for the environmental study and $10,561.25 for continuation of work. The Director asked the committee to formally approve these payments for the record; members moved, seconded and approved the ratifications by voice vote.
Members asked staff to prepare interview schedules for an August meeting and said purchasing would be asked to encourage in-person attendance by firms where feasible. Several members emphasized the importance of confirming that proposals are being compared on equivalent scopes of work ("apples to apples") before final selection.
Next procedural steps include scheduling the interviews and involving the architect in design and site planning; the committee did not make final firm selections at the special meeting.
