Kinder council amends blight resolution, approves rezoning and hears road overlay plan

The Town of Kinder council on April 6 approved several municipal items, including an amendment to a demolition-and-clearance resolution, approval to rezone a local property, and discussion of planned road overlays.
Mayor Wayland LaFargue asked the council to amend Resolution #2026-04 (Demolition and Clearance of Dilapidated and Blighted Structures for Lot 1 & Lot 2 — FY 2025 LCDGB) to correct a clerical/addition error; Councilwoman Maria DeWees moved to amend, Jerry Nevils seconded, and the amendment passed 3-0.
Town Attorney Michael Holmes advised that the council would introduce a Baton Rouge-style vape-shop ordinance as a placeholder while staff drafts a local ordinance; the council set consideration of adoption for its May 4 meeting. Holmes also reported that the zoning board and staff recommended rezoning 123 N 4th St (property of Nanette Mayes) from Mobile Home Park (MHP) to Single-Family Residence Medium Density (MD). Councilwoman Susanne Sonnier moved to confirm the recommendation, Councilwoman Angie VanNorman seconded, and the rezoning passed 4-0.
Mayor LaFargue also reported on planned road work: an overlay on Nielson Road would cost the town approximately $25,000, and including Guillory Road would raise the town’s share to about $60,000. LaFargue said he spoke with Jacob Delahaye about the project and that Dewitt Carrier might fund half of the town’s cost; he said the plan is to overlay both roads this year. LaFargue separately updated the council on a DOTD Safe Routes grant project at Hwy 383 and Hwy 165 and said DOTD representative Jared Chaumont will be scheduled to present once confirmed.
Engineer Rhett Deselle of Pan American Engineers reported briefly on the Wastewater Treatment Plant project, Nixon Addition drainage work, and the demolition-and-clearance project for dilapidated structures. There were no additional council or town-clerk reports. The meeting adjourned at 6:51 p.m.
Actions taken at the meeting included amending Resolution #2026-04 (recorded 3-0), approving the rezoning of 123 N 4th St (4-0), and scheduling consideration of a draft vape-shop ordinance for May 4. Road overlay planning and funding discussions were informational; no overlay contract or expenditure was approved at the meeting.
