Wheatland council approves insurance repairs, agrees to vacate North Street and permits backyard chickens

WHEATLAND — The Wheatland City Council on March 10 approved a consent agenda that included payroll, a list of bills and the minutes of its Feb. 10 meeting, and took several small but concrete actions affecting streets, public property repairs and animal control.
Mayor Jeremiah Wiese called the meeting to order at 6:30 p.m. Council Member Grau moved to approve the consent agenda and Council Member Hicks seconded; all members voted in favor. The clerk’s financial report and the payment lists were accepted as presented, including a list of bills and February gross wages of $14,994.09.
During the public forum a child apologized for vandalizing the park restrooms, agreed to pay half the damages and to perform community service with public works for cleanup. Two residents — Kasie Houzenga and Chris Lane — separately asked for permission to keep chickens within city limits; the council granted both requests and reminded the speakers that Chapter 55 (the city’s Animal Control Ordinance) governs keeping animals in town.
Council discussed a neighbor dispute over the alley between 203 and 205 Bennett Street and declined to fund a property survey, saying the issue appeared to be a private dispute between neighbors and not a municipal expense.
On insurance repairs to city facilities, Council Member Stankee moved and Council Member Grau seconded a motion to hire Top Choice Construction to perform work on the park, library and maintenance shed; the motion passed unanimously. Separately, the council agreed to move forward with vacating North Street behind 112 W. Vine St., noting the city will not extend the street east because of a creek and that an easement will be required to preserve sewer utility access.
City Clerk Meghan Ganzer said she will discuss clerk office hours and travel time with Grand Mound officials, and reported she will provide a letter of support to Kim Kay for the Hometown Pride Committee’s application for a CCDA grant. Council Member Hicks moved to adjourn at 6:47 p.m.; Council Member Stankee seconded and the meeting ended by unanimous vote.
The council did not record any roll-call vote tallies beyond “all ayes” for motions recorded in the minutes. No ordinances or formal resolutions were introduced for first or second reading during the meeting.
