Councilwoman VanNorman introduces ordinance to allow Town Clerk pay for accrued hours, cap at 100

Councilwoman Angie VanNorman introduced Ordinance 2025-11-03 at the Town of Kinder council meeting on Nov. 3, 2025, proposing an amendment to Ordinance 2024-08-05 to allow the Town Clerk to be paid for accrued work hours she cannot take and to set a year-end payment cap of up to 100 hours.
The ordinance introduction was noted by Town Attorney Michael Holmes, who said an ordinance had been drafted and would be presented by VanNorman. VanNorman explained that, "for unforeseen reasons the Town Clerk cannot take off the number of hours between now and December the time accrued so we are amending the ordinance stating she can be paid," and added that from this point forward the town would pay the clerk at year end for any remaining hours up to 100 hours.
The introduction amended a prior local ordinance (Ordinance 2024-08-05) governing Town Clerk compensation practices; no vote on Ordinance 2025-11-03 was recorded at the meeting. The council did not debate or take formal action on the ordinance during the Nov. 3 session. The item will remain on the council's agenda for future consideration as provided by the town's normal ordinance process.
VanNorman and Holmes were the only speakers on the ordinance during the meeting; the Town Clerk Cynthia Tunwar was identified as the employee affected by the proposed change. How the change would affect the town budget or whether additional funding sources are required was not specified at the meeting.
