Risk manager says prescription refunds issued; Express Scripts Smart90 outreach planned for October mailing

Cap Preston Holden, the city’s risk manager, told the Middletown Common Council on Aug. 4 that residents who reported penalty issues with the city’s prescription benefit had been refunded and that Express Scripts is proactively notifying members about the Smart90 90‑day prescription option.
"All of those people have been refunded the money that they had told us about," Holden said, adding that checks were issued on July 18. She said Express Scripts has been communicating directly with members and that, where appropriate, prescriptions can be converted to a 90‑day supply through brick‑and‑mortar stores and participating pharmacies.
Council members asked whether the city would notify members directly; Holden said the city plans to include information in the October mailing and that Express Scripts will also reach out to members who could save money by switching to a 90‑day supply.
Holden said the small number of reported penalty cases had been addressed and that affected members who contacted the city have been satisfied with the resolution.
The council did not take formal action during the workshop; Holden said she will follow up with council staff as needed.
