The Middletown Zoning Board of Appeals approved a variance to allow a canopy to encroach 10 feet into the front yard setback at 1250 Silver Street, a property occupied by Hartford HealthCare.
Tim Houle of BL Companies, speaking for Rushford Center Incorporated, said the parcel is a corner lot of roughly 3.8 acres with a building footprint of about 15,000 square feet. He explained that historical deeds and a corrective deed recorded in the early 2000s changed the property frontage and that the current mapped property line yields a tighter setback than older records indicated. Houle said the canopy is intended to provide shelter for patients and visitors waiting outside and the proposal does not enclose additional building area or alter the footprint.
Houle described survey efforts and coordination with town planning and public works staff; he said the historic review team has approved the canopy and accompanying landscaping/ aesthetic improvements. Board members asked whether the canopy would create enclosed space or require changes to building area; Houle answered it would not.
In discussion, commissioners said the canopy improves public access and convenience and does not enlarge the building footprint. The board moved, seconded, and approved the variance request to reduce the required 25-foot setback to 15 feet to accommodate the canopy.
The approval allows the applicant to install the canopy subject to the conditions discussed at the hearing and any standard building-permit requirements.
