Developer requests sewer extension to serve 14‑lot subdivision on Country Club Road; WPCA to review designs

Domenico Fragomeni told the Middletown Water Pollution Control Authority on May 1 that he is seeking an extension of the sanitary sewer service area to serve a 14‑lot subdivision on Country Club Road. Fragomeni said the parcel is about "29.369 acres" and explained prior approvals and engineering work on the property.
Staff told the board that the extension is a two‑step process. The Water Pollution Control Authority must first accept the conceptual connection and the design, and the plans must be engineered and stamped to meet the TR‑16 sanitary sewer design code before submission to the state. If gravity service cannot reach the site, staff said each house would need an individual grinder pump and the developer would install a force main to tie into an existing sewer behind Moody School; the developer would construct the system to the authority's specifications and the authority would maintain the force main after acceptance.
Vice Chairman Pesina and other board members said the presentation was informational; staff asked Fragomeni to return with engineered plans and to be prepared to appear at the board's next regular meeting for a formal action. Staff also reminded Fragomeni that any extension must not increase density without proper approvals; board members flagged the need for DEEP (state) approval as part of the process.
Why it matters: if approved, the extension would change which parcels are eligible to connect to the Middletown sanitary system and could alter the developer's options for lot configuration. The authority said it will place the item on a future agenda when the required engineering documents and state approvals are available.
Fragomeni and staff were directed to coordinate with planning and engineering staff and with DEEP on the required design steps before returning for a formal vote.
