Hampton City Council voted to approve rezoning application 26‑0037 and use permit 26‑0038 for a 44‑unit multifamily development at 2601 Cunningham Drive after staff and the planning commission recommended approval with conditions.
Quinn Heinrich, a city planner, told council the proposal from Woda Cooper Companies would rezone approximately 1.69 acres from general commercial C‑3 to multifamily residential MD‑4 and place 20 proffered conditions on the rezoning and nine conditions on the use permit. The plan calls for one four‑story building with 6 one‑bedroom units (average 715 sq ft), 27 two‑bedroom units (average 925 sq ft) and 11 three‑bedroom units (average 1,130 sq ft). The applicant proposed 57 parking spaces (seven ADA accessible) and 12 bicycle spaces; staff noted the site is adjacent to bus routes 102, 105 and 114.
Bruce Watts, vice president of development for Woda Cooper Companies, and Eric Wright (development officer) said the building will include energy‑efficient appliances that meet Energy Star multifamily new construction guidelines, two level‑2 EV chargers, elevators, a community room, playground and other amenities. The developer said 50% of exterior materials would be brick and that seven units would be ADA‑accessible with a first‑leasing preference for residents with disabilities; they said they are working with STOP, Inc. to provide services.
After no public speakers signed up for the hearing, Councilwoman Martha Mugler moved approval of rezoning 26‑0037 with 20 proffered conditions and use permit 26‑0038 with nine conditions as presented in the agenda; the motion passed on roll call (six votes in favor, one opposed: Councilwoman Campbell voted Nay).
Council and staff acknowledged community concerns raised at an earlier meeting about parking, traffic and property maintenance; staff reported 11 attendees at a community meeting and said developer representatives answered questions. The approvals are subject to the listed proffers and conditions in the council packet.
