Montgomery County, Rockville approve MOU and $6.8 million CIP amendment for Rockville projects

The Transportation & Environment Committee on Dec. 8 approved a memorandum of understanding between Montgomery County and the City of Rockville that will allow Rockville-collected development impact tax revenue to fund eligible transportation improvements. The committee also approved a related amendment to the FY24-30 Capital Improvements Program and a $6,816,000 supplemental appropriation (supplemental appropriation 2638) for Rockville transportation improvements, funded by Rockville impact taxes.
Jim Woods, acting director of public works for the City of Rockville, told the committee "the City of Rockville does support the MOU and the changes noted in the draft." Council staff explained the impact tax revenues were collected in Rockville and legally may be spent only on projects in that jurisdiction.
Chair Glass and councilmembers noted the MOU mirrors a prior arrangement with Gaithersburg and that Rockville will lead on many multimodal projects such as shared-use paths, bike-share stations and bus rapid transit facilities. The councilholder present and Rockville officials emphasized the list of projects included in the MOU is intended to guide long-term work that could take decades to complete.
Both the MOU and the CIP amendment were approved "without objection." The transcript does not record a named mover or a roll-call vote for these approvals.
