Council hears tenant complaints as Fair Rent Commission is renewed

"People are trickling in and taking advantage of the fair rent," Chair Paul Rotello said in describing the uptick in cases. Rotello criticized practices by large out-of-town owners who add month-to-month surcharges and pass charges for garbage and water back to tenants.
Rotello said he would favor greater transparency in rental advertising. "I would like to see a statute that basically puts the entire price of a rental in the ad itself," he said, arguing that ads should show a single total rather than a low base rent plus fees.
Attorney Robin Edwards noted the Fair Rent Commission is established in the city code (section 20-53) and plays a role in ensuring rents are fair within the bounds of state law. Members and staff discussed limited local remedies and vacancies on the commission; the health department was credited with resolving some complaints before they reach the commission.
After discussion about capacity and the importance of tenant protections, the council voted unanimously to renew the Fair Rent Commission for five years. Council members asked staff to report on commission vacancies and to solicit applicants.
What happens next: staff will provide a follow-up about vacancies and options for strengthening tenant outreach; any proposal for broader rental-advertising rules or statutory changes would require state-level action or further legal review.
