South Summit COG authorizes purchase of Motorola APX console, caps spending at $15,000

The South Summit Council of Governments authorized the dispatch manager to purchase a Motorola APX backup console (referred to in discussion as an "APX consulate") and to open an SSCOG account with Motorola for related service fees, approving the action by roll call after amending the motion to cap spending at $15,000.

Dispatch manager Leslie told the council that Motorola deemed the council’s existing console unrepairable and estimated a replacement at $10,728.90. She said the city of Akron offered a used unit purchased in 2015 for $6,516 but noted it would come without a warranty or service agreement. "It's half the price, but with no warranty or service agreement," Leslie said of the used option, and cautioned that older units are already starting to fail.

A council member cautioned against buying outdated equipment: "Why would we want to use something that is that old when we know how technology rapidly changes...particularly safety services?" That member and others said they preferred buying a new unit with warranty coverage even though it costs more.

The chair moved to authorize the dispatch manager to proceed; following discussion the motion was amended to limit the purchase to no more than $15,000. The council approved the amended motion by roll call.

Why it matters: the console is a backup layer of radio connectivity used when primary systems fail. Officials said the device is used infrequently but is critical when needed; without a functioning console the immediate backup has been a portable radio with reduced functionality.

The council also discussed transferring the Motorola account from the City of Green to SSCOG so console connectivity fees and service responsibilities will be billed to the COG. Staff said they will request a fresh Motorola quote that removes an unneeded rack-mount fee and will confirm warranty and service options before finalizing purchase under the authorized cap.
