Middletown wetlands agency approves Kaplan Drive apartment permit; also clears small backyard projects

The Inland Wetlands and Watercourses Agency approved three separate permit items July 3: a larger development application for a four-story, 102-unit apartment complex on Kaplan Drive (W2024-5), a small backyard shed at 58 Pond Place, and a 603-square-foot detached accessory apartment at 42 Freeman Road (approved with a sedimentation-control condition).
On Kaplan Drive, commissioners reviewed engineering and hydrologic materials, including a hydrologic analysis reviewed by the town engineer, and discussed reduced building coverage and proposed stormwater measures. A motion to approve the application (with conditions consistent with state statute and the Town of Middletown regulations and subject to town-engineer comments) was moved, seconded and approved by the agency.
The 10x12 plastic shed at 58 Pond Place was described by the applicant as sited more than 100 feet from the pond and was approved following staff review. The in-law apartment at 42 Freeman Road was approved with a stipulation that an approved sedimentation-control plan be submitted and maintained during construction.
