Howard County panel grants Class B license to Bagwati LLC for Curry & Kebab Columbia, contingent on revised floor plan

The Howard County Alcoholic Beverage Hearing Board voted unanimously on July 23 to grant a new Class B (beer, wine and liquor, seven‑day) license to Bagwati LLC, which will operate as Curry & Kebab Columbia at Wild Lake shopping center.

Applicant Toran Sahi testified under oath that he is the 100% owner and will be the operational manager and chef for the roughly 2,306‑square‑foot restaurant in Suite 132. He said the business has been at the location about 11 years under prior ownership, described the menu as Nepalese and Indian cuisine with items such as momo and chicken chow mein, and estimated alcoholic beverage sales would be about 15% of total sales if licensed.

The board’s chair and members pressed the applicant on basic compliance issues. Sahi confirmed employees hold alcohol‑awareness training certificates, that invoices for alcohol purchases would be retained (two years), and that the business will follow ID‑checking procedures and not hire servers under age 18. Board members questioned an initial seating diagram submitted with the application; Sahi agreed to update and resubmit a corrected floor plan.

During deliberations commissioners noted the site’s prior liquor history and the lack of any recent violations tied to the location. A motion to grant the license was made contingent on submission of the revised floor plan; the motion passed on a unanimous vote. Counsel for the applicant waived the applicant’s right to appeal.

The board recorded that the approval restores a prior licensing status and included the floor‑plan update as a condition before issuance.
