Middletown WPCA to press mayor for final review of draft shutoff policy; Walnut Street usage dispute tabled

The Middletown Water Pollution Control Authority agreed on May 20 to seek a standalone meeting with Mayor's staff to review a draft water shutoff policy before asking the Common Council to consider it.
Chairman Brian Gartner said the mayor had been invited but was unavailable for the regular WPCA meeting and asked the board to hold the draft one more time so everyone could meet in person or in a hybrid session. "We're gonna extend the invitation to the mayor," Gartner said, asking members to set a special meeting date in June so the item could appear as a report to the July council agenda if appropriate.
The board discussed several possible June dates and times and settled on a plan to pursue afternoon or hybrid meetings to increase the chance of mayoral attendance. Vice Chair (meeting moderator) and other members emphasized the importance of a public forum and of documenting the draft in writing before it moves to the council for any formal action.
Separately, the board heard a public hearing from Riley McMannis, who sought an unexplained-usage credit for 36 Walnut Street. Staff read a department adjustment letter that used the average of the three prior readings to calculate a credit of $406.23. McMannis said his own calculations produced lower averages and that he had not received the policy he had requested by email. The board concluded the calculation and supporting policy needed review and voted to table the Walnut Street adjustment so the parties could confer and submit written documentation.
The board asked that the parties provide written agreement or settlement language for the record and that staff verify and, if necessary, recalculate averages before the WPCA revisits the adjustment at its next meeting.
