Board hears update on Brox Industries odor complaints; resident says problem persists

The Ipswich Board of Health received an update June 1 on odor complaints tied to Brox Industries and heard continuing concern from a resident with a history of filings.
Colleen E. Fermon, Director of Public Health, reported that Brox Industries completed duct work on May 12, 2026 and the department has not received any odor complaints since that date. Fermon said the Department of Environmental Protection (MA DEP) has not noted violations and is working with Brox to resolve the issue; Brox is tracking complaint calls and recording wind direction and speed.
Jim Rooney of 8 Primrose Lane, who attended the meeting for the Brox update, told the Board he has a history of odor complaints and that the duct work should not be characterized as a victory. Rooney referenced an Administrative Consent Order issued by MA DEP and cautioned the Board that the problem persists in his view.
Colleen Fermon reiterated that MA DEP has not recorded violations to date and that state staff are engaged; Patricia Torkelson told the Board she believed MA DEP needs to resolve the issue. The Board did not vote on additional local action at the meeting.
Staff will continue to monitor complaints and preserve records of reports and communications with MA DEP.
