Board approves septic-related variances, rescinds testing condition and extends soil-test validity

The Ipswich Board of Health took several property-specific actions June 1 involving septic approvals, variances and building-permit compliance.
For 21 Meadowview Lane (William and Amanda Harrington), Daniel Johnson of Domestic Septic Design, Inc. told the Board that the installed septic tank had passed a Title 5 inspection conducted March 10, 2026 by Jonathan Granz (Preventative Septic Services). Johnson said that certification made the previously imposed 24-hour watertightness test unnecessary. Director Colleen E. Fermon said she had no objection given the passed Title 5 inspection; the Board voted to rescind the 24-hour watertightness test condition while leaving other conditions of approval in place.
At 8 Beechwood Road (Matthew and Addie Johnsen), Johnson explained that a replacement 1,500-gallon plastic tank for a three-bedroom dwelling cannot be vacuum-tested and requested permission to perform a 24-hour watertightness test instead of a vacuum test. The Board granted the local regulation variance to allow the alternative testing method.
For 28 Heartbreak Road, property owner Maureen Kiley requested an extension of previously conducted soil tests after she stopped working with the original designer. Fermon recommended a shorter extension than the five years Kiley requested; the Board granted an extension of the soil testing results through December 15, 2026 and noted the owner may return for more time if needed.
The Board recorded motions and unanimous votes for each action. Staff noted relevant documentation (Title 5 inspection forms and septic design plans) will remain on file in the Public Health Office.
