County panel hears federal budget sprint, warns of possible shutdown and Senate rules change

The federal legislative presenters told the committee that Congress is racing to finalize appropriations before the Oct. 1 start of the fiscal year but that leaders on both sides remain divided. “October 1 is the start of the federal fiscal year, and so Congress is continuing to consider its FY’26 appropriations bills,” the presenter said, adding that the two chambers are discussing either a short-term continuing resolution or a longer-term CR that could allow additional rescissions packages.
The presenters said House Republican appropriators favor a short extension through November, while the White House and some House Republicans favor a longer extension extending into winter. A second presenter warned that neither side yet has a clear, unified strategy. “I think the one thing that I would just add is the lack of a coherent strategy on both sides of the aisle,” the presenter said.
Committee members also heard about a separate Senate rules change under consideration that would allow the chamber, by simple majority, to change procedures so many nominations could be voted on together rather than one-by-one. The presenters said the change is aimed at reducing the backlog of confirmations but could alter individual senators’ leverage and make the process permanent across Congress.
