Council approves bond refunding, airport and bowling leases and several items; water extension referred

At its Feb. 3 meeting, the Danbury City Council approved several motions on the consent calendar and in regular business that will shape the city's finances and local leases.
Finance director Dan Garrick presented a resolution authorizing the refunding of up to $55,000,000 in outstanding general obligation debt to allow the city to act when market savings are available. "So it's bits and pieces of different bonds that are outstanding," Garrick said, explaining the authorization is a blanket limit and cannot exceed $55 million. Councilman Liefenhauz moved to adopt the resolution; it passed by voice vote after council discussion. The mayor reminded members that Connecticut general statutes require a two-thirds majority for this action.
On leases, the council approved a 25-year lease with Tango Yankee LLC (operator of the Business Aircraft Center at Danbury Airport) with an option for one additional 25-year renewal; Councilman Hawley moved the measure and it passed with one abstention (Councilwoman Fay recused from discussion). Councilwoman Robinson also moved and the council approved a five-year lease for Danbury Duckpin Bowling with a tenant option to renew for five years.
The council updated a 2025 resolution to reflect an award from the Connecticut Department of Economic and Community Development's Brownfield program: $200,000 for assessment and planning activities at a half-acre former industrial site at 13 Barnum Court. The council adopted the update as presented.
A water-extension application for 119 Franklin Street was received and referred to the engineering department and planning commission for reports. Several other routine reports were accepted and filed.
