The Danbury Environmental Impact Commission on Tuesday tabled Application 1243 for a proposed addition, deck and new shed at a residence on Charcoal Ridge Drive South after staff said the project began as a violation for construction without a permit and that wetlands documentation is required.
At the meeting the applicant’s representative, who identified himself as Jefferson, told the commission the homeowner had already started building a shed before the permit process was completed and asked for guidance on how to proceed. "He started the shed by himself… I told him that, you know, he needs a permit," Jefferson said. Jefferson said the addition will be at the rear of the property and that there appear to be wetlands on the lot.
Staff member John Schwartz said the matter began as a violation and that he provided the applicant with a 10‑item pre‑application checklist. "Wetlands on and adjacent to the property need to be shown," Schwartz said, and he added the commission needs existing and proposed grades, health‑department records and confirmation about a neighboring deck that may be an encroachment on a neighbor’s property.
A committee member asked whether a depicted drainage easement was a swale or an underground pipe; Schwartz said an updated survey will be needed to clarify the easement and that GIS maps show significant wetlands in the area. The applicant was told to hire a soil scientist to mark wetlands and to notify the office; staff noted the application is under a 65‑day review timeframe (with possible extensions) and urged prompt action so reviews can proceed.
After the discussion a committee member moved to table the application "pending receipt of the information requested through the health department," with the matter to be considered at the next regular meeting on July 23. The chair announced the motion carries.
The commission did not take additional action on the application at Tuesday’s meeting; the applicant indicated he will secure the required surveys and wetland delineation and work with staff to complete the submittal before the next meeting.
