Council delays Crow's Nest annexation first readings to Dec. 9 for more information

The Castle Pines City Council voted to postpone first readings of two ordinances related to the Crow's Nest annexation until the council's Dec. 9 meeting, citing unanswered legal and service questions raised in an executive session.
Councilor Salazar moved to remove Ordinances 25-12 and 25-13 from the consent agenda and asked that both be set for first reading on Dec. 9 at 6:30 p.m.; council approved the motion after discussion. City staff had identified the items on the consent agenda and noted the ordinances would have annexed territory known as the Crow's Nest and established a development agreement tied to that annexation.
Council members said they needed more time to review information disclosed in the executive session and to allow the petitioner and neighboring municipalities to respond to questions. “We need more information,” the council member who requested the delay said, explaining the extra time would let developers provide additional answers and allow council and residents to digest the implications of annexation.
Other council members raised concerns about transparency and community perception after the executive session. One council member said that, while they did not believe the item was inherently secretive, the executive session had surfaced service and legal questions that council wanted addressed in open session before moving forward.
The postponement was made by motion, seconded, and approved on a roll-call vote. The city clerk will place the two ordinances on the Dec. 9 agenda for first-reading consideration; council discussion indicated that a second reading and final action would follow only after staff and the petitioner provide requested clarifications.
The council earlier approved the remainder of the consent agenda, including an intergovernmental agreement amendment concerning drainage improvements for Happy Canyon Creek and a mutual termination of a mill-levy pledge agreement with the Canyons Metropolitan District No. 4.
Next procedural steps: the items are scheduled for first reading on Dec. 9, when the council expects additional information from the petitioner and neighboring jurisdictions. If questions remain at that time, council may continue first reading or approve it and reserve the second reading for a later date.
