Commission endorses Southwood Drive Phase 1 dedication, citing TIF funding and right‑of‑way needs

The Planning & Zoning Commission voted to recommend that City Council accept the dedication plat for Southwood Drive Phase 1, a roughly 490‑foot, city‑driven roadway project funded in part by tax increment financing (TIF) revenues from nearby residential developments.

Planning staff (Director) described Phase 1 as a short connector from Spring Hill to Tabs Drive that will include a roundabout at Goldenwood Way and will be dedicated as right‑of‑way to the county. "We are doing tax increment financing on two residential areas... and Southwood is one," the Director said, outlining how TIF revenues from Jacobs Ridge and Forest Lake will help fund the work.

Staff explained the project will convert five separate parcels north of the existing plaza into a one‑acre site after alley vacations and replat actions are recorded; the short Phase 1 segment (about 490 feet) is intended to provide an alternative to Butler Road for some local traffic and to connect to future phases that would extend the roadway another ~800 feet.

Commissioners asked about nearby Parkview Apartments and the distance to the next phase; staff said Parkview is largely built out and phase 2 will require acquiring one more property and is likely to come before council next year. A commissioner praised the project as long‑planned and welcomed the next phase.

The commission moved, seconded and approved a favorable recommendation to City Council to accept the dedication plat. The motion passed on roll call. The recommendation will go to City Council for final action and to complete the alley vacations and property acquisitions required before construction can proceed.
