Mantorville council approves $53,690 street project bid, final payments and administrative items

Public Works Lead Joe Adams reported on bids from Elcor, DeCook, Durst and S.L. Contracting; S.L. submitted the low bid of $53,690.00. Councilmember Henry Blair motioned to approve the $53,690.00 for street projects, seconded by Councilmember Jeff Ingalls; the minutes record the motion as carried, four ayes and zero nays.
The public works report also noted a Sept. 13 water-main break by Casey’s. Adams presented a financing option for a John Deere mower: a lease of $6,161.17 per year instead of an immediate $25,000 purchase. The council approved the financing approach as recorded in the minutes.
Under the consent agenda (approved earlier in the meeting), the council recorded several items: accounts payable (warrant list) for Oct. 14; approval of final payment to Snow Contracting for the 2021 Street Project; regular meeting minutes for Sept. 9; Dodge County Commissioners minutes; the resignation of Aly Laganiere effective Oct. 2, 2024; Mantorville Chamber minutes; and approval of additional election judges for the Nov. 5 general election.
City Clerk-Treasurer Gretchen Lohrbach reported she submitted an insurance claim after a lightning strike to the wellhouse that caused chlorine-related first reports of injury and said she will submit invoices as they come in. The clerk also noted that Local Board of Appeal and Equalization training is required before Feb. 1, 2025, and that Amy Evans from Dodge County will continue to provide updates on cannabis ordinance matters. The minutes also state that "Alyson Laganiere begins employment on September 30th," a detail that appears alongside the consent-agenda item recording a resignation; the record does not clarify whether these entries reference the same person.
The council adjourned at 8:38 p.m.; the minutes record the adjournment motion (moved by Jeff Ingalls, seconded by Henry Blair) and a tally of four ayes and zero nays.
