Mantorville council adopts floodplain ordinance to align with NFIP; new FEMA boundaries take effect Sept. 28

The Mantorville City Council on Sept. 9 adopted Ordinance 2024-03, repealing and replacing Chapter 152 of the Mantorville City Code to update the city’s floodplain regulations to current National Flood Insurance Program (NFIP) standards. The council approved the ordinance by a 4-0 vote after a public hearing at which no members of the public spoke.
The ordinance update is intended to adopt the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report and to align Mantorville’s local rules with state and federal requirements, the council said. Mayor Chuck Bradford told the meeting the new boundaries take effect Sept. 28 and “so the ordinance does need to be passed for insurance purposes.”
Councilmember Lynnette Nash asked whether property owners had been sent notice of the changes; Councilmember Henry Blair said he recalled an earlier meeting long ago but not recent mailings. Councilmember Lyle Hoaglund said the ordinance text does not include a map and makes it harder to tell which parcels are affected. City Clerk-Treasurer Gretchen Lohrbach said the City Engineer and City Attorney indicated the ordinance did not significantly change the rules and that maps are available for inspection at City Hall; Blair noted an interactive FEMA map is also available online.
Councilmember Nash moved to pass Ordinance 2024-03, Councilmember Hoaglund seconded, and the motion carried 4 ayes, 0 nays. The council authorized a summary for publication (Resolution 2024-19) and noted the full ordinance will be available for inspection at Mantorville City Hall during regular business hours.
The ordinance statement included explicit references to state and federal authorities: Minnesota Statutes, Chapter 103F; Minnesota Rules, parts 6120.5000 through 6120.6200; and the National Flood Insurance Program rules in Title 44 of the Code of Federal Regulations, Parts 59–78. The city clerk’s office will publish the summary in the city’s official newspaper as required.
