Council adopts several resolutions including $7.89 million capital budget; ZIP‑code request moves forward

The Green City Council on Tuesday approved a slate of resolutions, the most consequential of which was the city's 2025 capital appropriations totaling $7,889,450.
Finance Committee Chair Mr. Neugebauer told the council the capital program, as amended, includes $2,151,000 for Arlington Road right‑of‑way acquisition, $1.6 million toward a new bus garage being built in partnership with the school district, a $970,000 resurfacing program and $525,000 for new self‑contained breathing apparatus (SCBA) for the fire division. "The total for the capital budget for 2025 is $7,889,450," Neugebauer said, urging adoption.
Council moved and adopted the capital appropriations on a recorded roll‑call vote (6–0).
In other business the council adopted 2024‑R76, authorizing the city to enter a lease for golf cart and GPS equipment at the Raintree Golf and Event Center. The lease covers a five‑year term at a cost of $108,002.04, and was described in committee as paid by Troon on the city's behalf from operating expenses.
Council also adopted 2024‑R78 to create a Green Drug Task Force scholarship fund with the Green Schools Foundation, allocating $25,000 of opioid settlement funds to establish a perpetual scholarship for graduating Green students whose families have been affected by substance use issues.
Separately, council voted to bypass further committee deliberations and the three‑reading rule and adopted 2025‑R03, a resolution supporting the mayor's request that the U.S. Postal Service assign a single unified ZIP code for the City of Greene. The motion to bypass and the final adoption were both approved on council roll call.
The meeting record shows unanimous recorded votes on the adopted items noted above. Several other pieces of legislation were introduced or referred to committee for further consideration.
