After deliberation the board approved the Class B on-sale license; the applicant waived appeal rights.
Hot Garbage Pizza LLC (Jeff Gill): Owner Jeff Gill presented a detailed concept for a small, community-focused pizza shop in Old Ellicott City, emphasizing local sourcing, a mostly carryout business model (he estimated 65% carryout), ADA accessibility commitments and staff training. Gill said he expects a roughly 70/30 food-to-alcohol split and intends to be on site most operating hours during the first year. The board praised the presentation and voted to approve the license; Gill waived his right to appeal.
Sinchon Garden transfer (WIBS LLC to WBS LLC): Martin Johnson appeared for applicants Gina Kim and Yoon Suk Kim, who said they are purchasing the restaurant that has operated at 8801 Baltimore National Pike for decades. The applicants were sworn, described seating capacity (21 tables, 112 seats), confirmed alcohol-awareness training for staff and said they would not sell alcohol-to-go or deliver alcohol. The board approved the transfer and the applicants waived appeal rights.
