Council committees report tentative AFSCME agreement and propose 4% average pay pool for nonbargaining staff

The Rules and Personnel Committee and council administration reported progress on labor and compensation matters on Aug. 12.
HR Director Pam Serina told the committee the city has a tentative agreement with AFSCME Local 2714 reached July 24; the terms reported to committee were wage increases of 4% in 2025, 3.25% in 2026 and 3.15% in 2027. HR said the union ratified the contract by a 50–2 vote on Aug. 6 and requested the council consider the ratification resolution (2025‑R35) at first reading during the regular council meeting.
Separately, HR asked the committee to amend Resolution 2025‑R30 (nonbargaining salary adjustments). The request updates the previously stated $117,800 to $133,270, based on an average 4% salary pool for nonbargaining employees; the HR director confirmed the calculation includes employer payroll costs (Medicare, OPERS and workers' compensation) consistent with prior practice. Committee discussion clarified that the 4% figure is an average pool to be distributed, not an across‑the‑board identical increase for each employee.
Committees recessed to executive sessions to review negotiations and compensation before returning and reporting the tentative agreement and the proposed amendment. The committee signaled it will place these items on the regular council agenda for readings and final action.
