Charter review committee refines preamble language, asks attorney to emphasize 'new construction' in ballot summaries

At the April 28 meeting the Edgewater Charter Review Committee reviewed and refined the proposed charter preamble and asked the City Attorney to ensure the ballot summaries clearly communicate scope, particularly that certain changes would apply to "new construction only." Members said they wanted the ballot language to avoid online misinformation that could misrepresent the measures as broader governance changes.
Patrick Fisher and other committee members supported breaking a long preamble paragraph into clearer ABCDE points describing the charter’s purposes (public health, safety, environment, home‑rule, fiscal stewardship). City Attorney Gavin Rollins agreed the 75‑word ballot summary will be what voters see and said he would research whether the summary can legally highlight or underline a phrase such as "new construction." He suggested starting sentences with "in new construction only" if underlining is not allowed under ballot rules.
Rollins also explained procedural timing: the committee’s 13 charter questions — plus the AI/data‑center recommendation if adopted — will be submitted to the City Council for review. Ordinance drafting and first readings were described as targeting July, second readings in August, with qualifying items potentially appearing on the November ballot.
The committee closed the meeting after confirming those directions and otherwise made only minor, editorial language changes to the draft preamble and the packet for council review.
