Technical review committee forwards Haven Sound rezoning to planning board

The technical review committee voted to forward rezoning application AR 20260012 (RZ 2415) to the Planning and Zoning Board. The proposal seeks to rezone property from MH 1 (Volusia County Mobile Home Park) to a Residential Planned Unit Development (RPUD) to allow construction of a 137 single‑family home subdivision called Haven Sound.

City staff told the committee the RPUD and an updated development agreement had been included in the project file. Staff briefed members that the item previously appeared before the Planning and Zoning Board last month and that the developer and that board had agreed on additional changes that were codified in the new development agreement. "The purpose of today's meeting is to move the item forward, for consideration for planning and zoning," a staff speaker said.

Mark Watts of the law firm Cobb Cole, identifying himself as representing the applicant, addressed the committee and said the team appreciated staff input and was available to answer questions. "We're here really to answer any questions you might have," Watts said.

After discussion, a committee member moved to approve AR 20260012 to forward RZ 2415 to the Planning and Zoning Board; another participant seconded the motion. Members present voiced their assent during a roll call and the Chair concluded the public hearing. The committee's action forwards the application to the next formal review stage; it does not itself approve rezoning.

Next steps: the application will be considered by the Planning and Zoning Board at a future meeting; the record on file includes the updated development agreement and related materials that staff said reflect changes negotiated after the earlier hearing.
