Council favors renting portable restrooms for Boardwalk events; permanent facility left for later phase

Council members emphasized short-term needs and event uncertainty. Several members recommended continuing the rental approach for initial years to avoid maintenance and storage costs and to preserve flexibility in case attendance patterns change. "For the time being, number 1 is a stop gap," one council member said; another added, "For now, let's go with option 1 and see how year 1 and year 2 data come out."
Context: The Boardwalk plan includes permanent restrooms in a later phase; staff noted the permanent option remains on the capital plan but council asked staff to operate with portable solutions for the first year or two of events and to return with usage data to justify any purchase or construction.
