Committee approves police CIP but pulls Olney satellite station from closeout list

The committee also reviewed a new Police Body Armor project to procure 1,300 patrol ballistic vests and 65 SWAT vests (Council staff cited per‑unit costs of $2,449 and $7,000 respectively) and recommended approval. Police logistics staff said identification patches are Velcro and that the county print shop will produce patches in‑house to save costs.
Council staff presented a standalone Police Enterprise Records Management System (RMS) to replace the department’s Oracle‑based system (implemented in 2009). MCPD staff described plans to re‑use prior RFP work, engage municipalities and stakeholder groups, and aim to release an RFP by June with an 18–24 month implementation target after award; staff recommended $1.8 million in current revenue for contracted support, with post‑implementation licensing expected to fall to the operating budget.
The meeting turned to two projects listed as pending closeout: the 6th District Police Station (nearing completion) and the Olney Satellite Station, which had state aid secured in prior years but appears in the printed CIP as pending closeout. DGS Director David Dice and council members said the Olney project is active and still needs roughly $3,000,000 in additional funds; they urged clearer schedule and public visibility rather than the technical OMB status of "pending closeout."
A council member moved to approve the police packet as recommended but to remove the Olney satellite police station from the pending‑closeout list and hold the project for further amendment to the CIP. OMB and DGS agreed to rework the project schedule and accounting so the project and remaining state aid are visible in future publications. The motion passed 2–0, recorded in the transcript as "So it's a 2‑0 vote."
