WPCA endorses adding streets to $19.9 million 2022 water bond

The Middletown Water Pollution Control Authority unanimously recommended on Feb. 25 that the Common Council add eight streets to the authority’s 2022 bond Schedule A so water and sewer work can proceed alongside planned road paving. Director Joseph Fazino read the resolution and recommended the endorsement.
The resolution cites an existing approved $19,900,000 bond referendum from fall 2022 for design, construction and improvements to water and sewer infrastructure and asks the council to add Court Street, 1st Street, High Street, Long Lane, Main Street, Main Street Extension, Pine Street and Cooley Avenue to the schedule. Fazino said the council has the authority to add or delete streets as long as total project costs are not increased.
Chairman Gardner and Vice Chair Phil both voiced support. The authority’s endorsement is a recommendation; the Common Council must vote to approve any change to the bond schedule. Fazino said there will be no immediate fiscal impact from the WPCA endorsement.
The resolution list in the meeting packet identified Councilwoman Linda Slapia and Councilman Eugene Nacera as co-sponsors and named Joseph Fazino as director of water and sewer. The WPCA voted to forward the resolution to the council with a unanimous recommendation.
Next steps: the Common Council will receive the resolution and consider the request to modify Schedule A of the 2022 bond prior to any street-level contracting or payments tied to paving projects.
