City announces $100,000 local planning grant to study affordable housing; Urban Renewal Authority still organizing

Castle Pines City staff told the Planning Commission on July 25 that the city received a local planning capacity grant from the Colorado Department of Local Affairs to investigate ways to make affordable housing easier and faster to deliver.
Community Development Director Anna Ferguson said the grant, together with city funds, brings the project total to $100,000 and that the city has issued a request for proposals to hire consultant support for “discovery” work — identifying what types of housing are needed, where they could be located, and what process changes could streamline delivery.
Ferguson said staff will report back to the commission as proposals and planning recommendations are developed. She described the work as an exploratory planning phase rather than a commitment to a particular project or funding program.
Separately, commissioners asked for an update on the Urban Renewal Authority. Ferguson said the authority has formed and completed initial organizational steps but must adopt a resolution to set policies and project‑selection criteria. The transcript shows the authority will not meet again until September; no applicants have been received and no policies are yet in place.
The Planning Commission took no action on the grant or the Urban Renewal Authority during the meeting; both items were reported for the record.
