Commission approves floodplain permit for Central Bark kennel after staff finds compliance with compensation requirements

The Danbury Planning Commission on Dec. 4 approved a floodplain permit for Central Bark (55 Kenosha Avenue) after staff concluded that the revised site plan complies with floodplain regulations.
Jennifer, deputy planning director, explained that the department granted a revised site plan allowing an outdoor turfed play area and minimal fill in the rear of the site, along with a rain garden. She said staff determined the proposed grading results in a cut that exceeds the fill and therefore provides compensatory flood storage. "They are proposing to compensate... it ultimately results in a cut that's more than the fill," Jennifer told the commission. She added that the existing building is nonconforming with respect to the floodplain but does not meet the substantial improvement threshold; the finished floor elevation is allowed to continue, and the applicant will need flood insurance.
Staff described the applicable floodplain conditions as standard; commissioners asked no further questions. A motion to approve the floodplain permit passed on a voice vote.
The approval is subject to the usual permit conditions and the applicant's submission of any outstanding documentation required by staff.
