Huntsville cancels janitorial contract and approves award to PJH Cleaning after low bidder failed compliance

The Huntsville City Council voted June 11 to cancel an administrative-buildings janitorial contract after the initial low bidder was unable to meet post-award compliance requirements, and then authorized the mayor to award the contract to the second-ranked bidder, PJH Cleaning, doing business as Alabama Cleaning Service.
City staff explained the purchasing process for janitorial services and said the originally approved contractor could not secure necessary post-award items such as a performance bond, so the city moved to cancel that award and proceed to the next evaluated vendor. "This cancellation is before you because they are not able to perform," a city staff member said. The council voted to cancel the contract and then, following staff recommendation, approved awarding the administrative-buildings janitorial contract to PJH Cleaning. Staff noted the second-place bidder scored well on evaluation criteria though its price was about $70,000 higher on a full-year basis than the original low bidder.
Next steps: staff will execute the new contract and PJH Cleaning will proceed with required administrative steps such as securing performance bonds and insurance before beginning service.
