Oswego board approves dormant Special Service Area for Sonoma Trails

Oswego — The Village of Oswego on June 23 voted to establish a dormant Special Service Area (SSA) that would cover the Sonoma Trails preliminary plat and remain inactive until needed.
Rod (staff) briefed the board on the proposal and past practice: for multi‑phase subdivisions, SSAs historically reflected how properties were annexed or platted; staff recommended a single dormant SSA for Sonoma Trails that would let the village step in to maintain shared infrastructure (stormwater, open areas) only if an HOA failed to perform. Rod said the ordinance establishes an SSA for the Sonoma Trails development in its entirety and that the SSA would remain dormant unless activated.
Trustees asked about precedent (staff noted only one prior activation), whether SSA caps would remain consistent for future SSAs, and whether the approach required a formal board policy or could remain an internal staff practice. Rod and staff said the practice is intended to be consistent going forward and that the dollar caps on the SSAs on the night’s agenda are planned to be used for similar future SSAs.
The board moved and approved an ordinance establishing Special Service Area number 26 (SSA 0 0 1) for Sonoma Trails on roll call. Staff said the establishment is for approval of the SSA concept and that activation would occur only in the future if necessary; no activation or assessment was imposed at this meeting.
What’s next: staff will proceed with the SSA paperwork and, if activation is ever required, the village would follow required notice and hearing steps before levying assessments.
