The council moved to adopt the incentive plan after a duly noticed public hearing. The resolution cites a housing study completed within the previous 60 months that identified a need for additional workforce housing and finds the plan "necessary to prevent the spread of blight and substandard conditions." The resolution references the Community Development Law (Neb. Rev. Stat. §§ 18-2101 et seq.) and the statutory requirement to adopt an incentive plan under Section 18-2141.05.
Councilman Middagh moved for passage of Resolution 2024-22 and Councilman Polston seconded. The roll call recorded aye votes from the five members present; Councilman Kreutzer was absent. The Mayor declared the resolution passed, authorizing the city and/or the Community Redevelopment Authority to administer Workforce Housing TIF in accordance with the incentive plan and the Act.
The resolution states the incentive plan is intended to eliminate and prevent blight, promote safe and suitable housing for workers employed in the city, and includes findings intended to prevent unjust enrichment of any individual or company. The resolution incorporates an incentive-plan exhibit (Exhibit A) that sets criteria and guidelines for eligible projects; the council approved the plan as presented.
Next steps noted in the resolution and consistent with the statute include using the incentive-plan criteria when evaluating redevelopment proposals seeking Workforce Housing TIF. The council did not identify specific projects at the Sept. 17 meeting; project eligibility and any future project approvals would follow the plan’s application and approval procedures under the Act.
