Flowood aldermen approve tax exemptions, special-use permit, infrastructure work and emergency repairs

At June 1 and June 15 meetings the Flowood Board of Aldermen unanimously approved five-year tax exemptions for two firms, a special-use permit to allow alcohol sales at Half Shell Oyster House, acceptance of the FY2014 audit, hires, an engineering agreement for the Wirtz Road bike trail, emergency storm drain and soccer field lighting repairs, and authorization to work with MDOT.
The Flowood Mayor and Board of Aldermen took a string of administrative and development actions at their June 1 and June 15, 2015 meetings, approving tax incentives, personnel hires, infrastructure agreements and emergency repairs.
Tax exemptions: On June 1 the board approved a five-year ad valorem tax-exemption for General Recycling of Mississippi, LLC for property additions with a reported true value of $124,020.94, effective Jan. 1, 2015 through Dec. 31, 2019. The board also approved a separate five-year exemption for Nucor Steel Jackson, Inc., for property additions reported at $4,430,954.35 for the same dates. The minutes include a duplicated paragraph in the Nucor entry that repeats General Recycling text; the approval and the larger valuation for Nucor are recorded on the minutes and are listed here as reported.
Special-use permit for alcohol sales: At the June 15 mid-month meeting, Gulf Coast Restaurant Group, represented by President Bob Taylor, sought designation of 115 Laurel Park Cove, Ste. 105 as a Qualified Resort Area to allow sale of alcoholic beverages by Half Shell Oyster House Flowood, LLC. No one spoke in opposition at the public hearing. Alderman Harmon moved approval; the motion carried unanimously.
Audit and compensation: The board approved the financial statements and independent auditor’s report for the fiscal year ending Sept. 30, 2014. The board also adopted an ordinance setting the mayor’s compensation at $27,000.
Personnel: The board approved two Patrol Division hires recommended by Police Chief Richie McCluskey — McKenzie Davis (Step I) and Wesley Flynt (Step IV) — and later approved the hire of Brittany Nicole Gardner as a dispatcher (Step 1) upon Captain David Gammill’s recommendation.
Infrastructure and emergency repairs: Public Works Director Garry Miller presented and the board approved an engineering agreement with Civil Link Engineering for construction engineering & inspection (CE&I) services on the Wirtz Road Bike Trail project and authorized advertising for construction bids. Miller also reported a rapidly eroding storm drain on Maplewood Drive in the Laurelwoods subdivision and lightning damage to the soccer-field electrical panel. The board declared both conditions emergencies, authorized immediate repairs and authorized the mayor to execute work orders/contracts; the soccer-field work was noted as to be paid by insurance with a $5,000 deductible. The board also authorized the mayor to execute an agreement with the Mississippi Department of Transportation to facilitate city-street work at Highway 25/Lakeland Drive during MDOT’s widening project, subject to city attorney review.
Executive session: City Attorney Lem Adams requested a closed session to consider pending or prospective litigation. The board entered closed session, voted to move into executive session to discuss prospective litigation and took no public action; they reconvened and adjourned with no additional public votes recorded.
