Flowood board declares 637 Lakeland East Street a public nuisance, orders cleanup and lis pendens

The Flowood Board of Aldermen on May 7 declared the property at 637 Lakeland East Street (Parcel F10-J-17-451) a public nuisance and authorized cleanup actions and the filing of a lis pendens.
City staff, including Building and Permits Director Mike Prestage, Fire Chief Jeffrey Welborn and Police Chief Richie McCluskey, presented memos describing the condition of the property and the statutory notice under Miss. Code Ann. §21-19-11. Property owner Thomas Vaughan, M.D., told the board he had not been in a position to keep the property up. Neighbor Jeff Stribling urged the board to declare the property a nuisance.
After considering the presentations and written materials on file, Alderman Dusty Rhoads moved to adopt a resolution finding the property constitutes “a menace to the public health and safety,” to require cleanup as described in staff memo, to authorize filing a lis pendens, and to present for assessment of penalties and costs per statute. Alderman Don Flynt seconded the motion and the board approved it unanimously.
The board’s action initiates administrative cleanup and possible financial assessment against the property. The resolution and associated memos were incorporated into the meeting record; the board will return as needed to assess penalties and any costs once cleanup actions proceed.
