At its March 11 meeting the Administration & Public Works Committee approved three procurement recommendations from staff.
Asphalt resurfacing: staff opened two bids and recommended MB West as the low bidder (approx. $245,575). Given the favorable pricing, staff recommended increasing the project scope and contract to about $500,000 to include Reager Road, Smith School Road and Spur, and other streets; the committee approved the recommendation.
Manchester median landscaping: staff reported seven bids for a low‑visibility, low‑profile landscaping of the raised median south of Pureside Lane in the town center. Although the low bid came from a new contractor, staff recommended awarding to Go Green Lawn & Landscape (the second‑lowest bid) because the firm is known, will handle ongoing maintenance, and the cost would be funded from existing streetscape escrow funds. The committee approved the award.
Materials testing: staff recommended a two‑year professional services agreement with Cochrane Incorporated for materials testing and limited construction inspection not to exceed $150,000 (about $75,000 annually). The committee approved the agreement.
Budget and next steps: the asphalt augmentation will use FY2026 funds ($650,000 originally budgeted for resurfacing) and the Manchester median work will draw from previously escrowed streetscape dollars. Staff will return with contract documents and schedule notifications to residents for construction impacts.
