Flowood board adopts TIF plan, clears project agreements and authorizes bids for Refuge Hotel and Conference Center

The adoption came during a public hearing at which no members of the public spoke for or against the plan. Alderman Don Flynt moved to adopt the resolution; Alderman Kathy Smith seconded and the motion carried with unanimous approval from the board members present.
The board’s March 5 consent agenda also included a resolution authorizing execution of a development and reimbursement agreement for the Refuge Hotel and Conference Center and a resolution authorizing acquisition of property along the Refuge Golf Course boundary from Old Pearl Farms, LLC in exchange for surplus property. The consent items included multiple claims dockets tied to the Conference Center project and a deed of dedication for a permanent utility easement, all approved as part of routine business.
Public Works Director Garry Miller later asked the board on March 19 to authorize advertising for bids on roadway improvements associated with the Refuge Hotel and Conference Center. Alderman Don Flynt moved to authorize advertising for bids; Alderman Kathy Smith seconded and the motion passed unanimously. The board’s actions signal progress from planning to procurement steps on the Refuge Hotel and Conference Center project.
Other administrative items approved around the same time included authorization for the mayor to sign a planning and consulting services letter agreement with Bridge & Watson, Inc., and payment approvals related to the project claims dockets.
What’s next: With the TIF plan adopted and bid advertising authorized, the city may proceed with procurement for roadway work tied to the project. No dates for bid openings or contract awards were specified in the minutes.
