Castle Pines council reviews parks and communications staffing requests and $3.5M Coyote Ridge ask

City Manager Michael Petty asked the council at the Aug. 6 study session to consider staffing additions to support expanding parks and recreation programming and communications work as the city transitions to operating new parkland.
Petty described a 1.0 FTE parks and recreation director focused on programming and events — distinct from public works staff who handle capital construction — and said HR is preparing a job description and salary range. He told the council the goal is a hands‑on, action‑oriented position rather than a large department head.
Petty also proposed 1.5 FTE to support communications so the city has capacity for video, web updates and outreach tied to parks, events and new amenities. Several council members asked staff to benchmark comparable municipalities and to supply a written job description and cost estimate before making a commitment.
On capital work, Petty reviewed concept designs and a proposed early action package for Coyote Ridge and Soaring Hawk parks. He said staff proposes a Phase 1 final design and engineering package estimated at roughly $3.5 million and suggested using restricted parks funds and Metro District transfers to cover costs where appropriate.
Council members largely expressed support for developing a job description and seeing a salary range and asked for clearer documentation on which pots of restricted funds would be used for park construction or operations. No formal appropriation was requested at the study session.
The city will return the job description, cost estimates and funding clarifications to council for future formal consideration.
