Mr. Kenny explained the decrease reflects a conservative approach: staff removed expenditures previously funded by a $160,000 Safe Streets and Roads for All grant until the county receives a signed grant agreement. Mr. Holland, the Vision 0 coordinator present at the meeting, said the county had been awarded $160,000 in federal funding for the current fiscal year, and staff have begun work on a signed contract. He added that a second competitive award would provide additional federal funds (about $240,000 on the Vision 0 side) but staff will only transmit appropriation requests after grant agreements are signed.
Mr. Holland also provided a brief safety update: Montgomery County has recorded 10 traffic fatalities so far in 2025, of which eight were vehicle drivers and two were pedestrians. He said the two pedestrian fatalities occurred within the prior two weeks (one on Shady Grove Road and one on Georgia Avenue near Aspen Hill Road). Holland emphasized that early‑year trends do not necessarily predict the full year but noted the county’s year‑over‑year decrease in statewide fatalities so far.
Committee members expressed concern about the contingency plan if federal grants are not finalized; staff reiterated they are not reducing Vision 0 work and will return with supplemental appropriation requests when agreements are finalized. The committee accepted the budget recommendation.
