Montgomery County adds $3 million White’s Ferry incentive to CIP pending deal

The committee agreed to add a new White’s Ferry project to the FY25–30 Capital Improvements Program that would provide a county incentive to encourage restoration of White’s Ferry service across the Potomac River.
Staff said the proposed FY26 expenditures total $3.0 million, evenly split between the general fund and state aid ($1.5 million apiece). County staff clarified they are not requesting appropriation now; the funding is being held in reserve and a supplemental appropriation would be transmitted if and when a deal is reached with the ferry owners.
Mr. Kenny told members the project is a partnership with state officials and involves Potomac Crossing LLC and Rockland Farm LLC; he said the county has opened another round of discussions with those owners and with Loudoun County and thanked the town of Poolesville for engagement. Director Conklin said the proposal has been well received and staff are continuing negotiations but cautioned the process remains difficult.
Committee members expressed support for having the project in the CIP and for continuing negotiation and coordination with state and local partners. The item advanced by unanimous consent.
