City engineering staff explained that spring flow can be influenced by geology and dry seasonal conditions and that, although soil movement could be suspected, there is no clear "smoking gun" linking the nearby apartment construction to the loss of spring flow without an expensive hydrogeologic investigation. The administration recommended the practical alternative of connecting to public water, noting staff will continue to investigate options for financial assistance and to determine whether any fault can be demonstrated.
