Councilmember Spate opened a public hearing on Oct. 28 for Resolution 2025-R45, a proposal to establish a street-lighting district covering Jacobs Ridge Subdivision phases 1 through 5. The hearing featured an overview from city staff member Mr. Weethy and concluded without a council vote; the item will return for council consideration at a later meeting.
Mr. Weethy told the council the proposed district would include the entirety of Jacobs Ridge — roughly 166 parcels — and described the assessment formula. He said the assessment is billed annually but equates to about $3.87 per month per parcel and that the city would pay the first energy bill and recover the cost through the assessments. He also said a number of lots remain owned by Pulte Homes (approximately 70–77 constructed lots) and that property owners had been notified about the public hearing.
Councilmember Spate noted that, under council rules, action on the resolution could not be taken the same night as the public hearing; the council closed the hearing and intends to consider the measure at its next regular meeting. No public speakers were recorded at the hearing.
The key procedural next step is the council’s formal consideration of 2025-R45 at a future meeting, when members may debate the assessment’s terms and vote.
